In November 2006 Keith Jackson, City Councilman for Ward 4 said on Lawton Politics "I attempted to stop this at the Council meeting Tuesday night. I too think this is a scam...the taxpayers are going to be the real losers here ...and not for just a short time but for a long time to come. Can you selin a piece of prime city property and then selling to someone who will turn around and rent it back to you?? I suggest you call your own councilman to stop this....Keith"

It looks like a little over a year later Keith Jackson has changed his mind over the sale of city property to then be leased back to the city. In an item that passed last night by the CITY TRANSIT TRUST, which is also the City Council, passed the sale of the property. We are looking further into this issue, but over a year ago Keith Jackson was not in favor of this, and now he is. He has said in the past to look at his voting record. Look at his voting record on the night of Dec. 12th 2007 City transit trust. Tell us what you think.

1. Consider approving a capitalized lease between 611 Properties, LLC, Lawton Transit Management Inc. and the City Transit Trust for the property located at 609 SW Bishop Road to serve as the LATS administration and maintenance facility, and authorizing the Chairman and Secretary to execute the same. Exhibits: Memorandum of lease terms dated November 26, 2007. Lease sent under separate cover from General Manager of LATS.

2. Consider approving Resolution Number 2007-___ approving the certifications and assurances required under Master Agreement (FTA MA 14) between the City Transit Trust and the Federal Transit Administration (FTA) for Federal Fiscal Year 2008 and authorizing the Chairman and Secretary to execute of the same. Exhibits: Certifications and assurances (on file in City Clerk’s Office), Master Agreement 14 (on file in City Clerk’s Office) and Resolution Number 2007-___.

STAFF INFORMATION SOURCE: LATS General Manager

BACKGROUND: The LATS administration and maintenance facility is located at 609 SW Bishop Road in a leased building owned by Terry Bell. LATS needs to expand their administration and maintenance facility to provide for additional restrooms, adequate areas for training, storage of required parts, customer service, and secured records maintenance. The LATS General Manager has examined the cost of buying and renovating an existing building, constructing a new building and expanding the current facility with a new capitalized lease. It appeared the private sector can renovate or construct a facility at a lower cost than the Trust due to the FTA requirements for architectural/engineering plans, environmental surveys and the payment of wages under the Davis-Bacon provisions. Using the capitalized lease method FTA will pay 80% of the cost of the lease.

On May 22, 2007 the Trust authorized the application for 5309 funds from FTA to assist in the lease payments. This grant has been executed and is pending until the Trust approves the new lease. Mr. Bell has paid the approved purchase price for the additional land for the facility.

Mr. Bell has submitted a proposed lease for the expanded maintenance facility. The lease has been sent to the Trust under separate cover. The City Attorney has also reviewed the lease.

BACKGROUND: The electronic filing of the annual FTA Certifications and Assurances and Master Agreement (FTA MA 14) must be accomplished within 90 days of posting on the FTA website. The Master Agreement was posted on October 1, 2007. It is a requirement to receive FTA funding to annually certify and assure the Federal government that the Trust will abide by all, current Federal laws and regulations. These Certifications along with the Master Agreement are annual documents that the Trust must take formal action on prior to electronically entering the information for current and future grants.

Election Results

As expected voter turnout was extremely low. With that being said we applaud the voters of Wards 3 & 4 for the strong showing and for voting. It is a time to change. We offer our congratulations to Councilwoman Drewery and to Councilman-elect Burk.

Again the city will have to suffer through the rants of Councilman Shanklin for another three years. Though discouraged by the outcome of the race, we are glad to see that Garrett Jackson, had a strong showing. Time will tell what the next three years will hold. It is doubtful that much will change with Mr. Shanklin where we would ever offer our endorsement.

On a final thought, We would like to thank Mr. Keith Jackson for his service to our community and to this website. We would like to wish him the best of luck in his future endeavors whatever they may be.

UPDATE: ANOTHER VICTORY IN THE FIGHT TO SAVE HOTEL PENN

The full membership of Community Board 5 in New York City has now officially voted to recommend landmark status for the Hotel Pennsylvania by a vote of 21 to 8. This follows the previous week's vote by a subcommittee to bring the issue to the full board. We had a very good turnout that included HOPE attendees and members of the hotel staff. We were also able to read selected comments from people who sent remarks to our special email address. This is a major victory in the fight to save the hotel from demolition and we want to thank everyone who participated. But these are still the early days of the battle to save the hotel. As we move on to the next step, we will be posting updates here. Please stay updated by visiting the official "Save the Hotel site" and participating in our online forum. Who will run for Ward 5 Council seat?

It seems that two people have decided to challenge Bob Shanklin for his seat on the City Council.

According to todays Sunday newspaper. One person who is running is a fellow named Garrett Jackson. He he seems to be an educated man, with a degree from The Citadel. He currently teaches Oklahoma History and Government.

I am interested in hearing what some of his ideas are and how he can make a difference.

When the third person running for the Ward 5 seat makes his announcement, I will include some info on him as well.

Wild wild west Lawton - Raise your hand if you've had your house or car burgled. That's what I thought. Most of us. And that fact is why the shooting death of teen burglar Freddie Stuever resonates so deeply among Lawtonians. At first glance the shooting seemed like it might tread the boundary of an actionable offense. That was only at first glance.
When Jeff Dorrell confronted a burglar carrying out a gun case from Dorrell's parent's home on NW 70th, what happened next was the culmination of too many burglaries, often fueled by the burglar's obsession with meth. Stuever forced his way past Dorrell out of the house but was ultimately forced to the ground by Dorrell's .45. There he waited somewhat patiently before making his move. Dorrell said Stuever rushed him. Dorrell, perhaps fearing Stuever was trying to take Dorrell's gun, an attempt that could stir memories of Ricky Ray Malone's murder of Trooper Nik Green. Stuever was shot five times, then made a final fatal charge and was shot once in the chest. In the aftermath Dorrell can be heard almost hyperventilating on the 911 tape. According to DA Robert Schulte, Dorrell's story checks out. The gun blast to the chest is proof the Stuever was running toward Dorrell and not away. Oklahoma's "Stand Your Ground" law merely codifies what every Oklahoman knows. If you break into a house, you take your chances, and though most feel some ambiguous emotions (The death of a teen is sad -- But he had it coming) in the end no 12 Lawtonians would fault a homeowner making sure this burglar didn't get away.
